The name Híhgi̊g Se is derived from the Tauric language, as Híhgi̊g Se was founded by Osteocula Powellen, who was culturaly Tauric.
Climate
Híhgi̊g Se has a yearly average temperature of 28°C (82°F), with its average temperature during the summer being a hot 32°C (89°F) and its average temperature during the winter being a pleasant 25°C (77°F). Híhgi̊g Se receives an average of 134 cm/y (52 in/y) of precipitation, most of which comes in the form of rain during the spring. Híhgi̊g Se covers an area of nearly 6 km2 (2 mi2), and an average elevation of 7790 m (-17391 ft) above sea level.
Overview
Híhgi̊g Se was founded durring the early 11th century, by Osteocula Powellen. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Osteocula Powellen.
Híhgi̊g Se was built using the conventions of Tauric durring the early 11th century. Naturaly, all settlmentss have their own look to them, and Híhgi̊g Se is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Híhgi̊g Se is buildings are arranged arrounded highly ordered system of broad cobblestone streets which form hexical paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. Unfortuantly, these frontieer-style defences are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
A look around Híhgi̊g Se shows Híhgi̊g Se as a den of corruption. Birbes can be seen changing hands openly, such that it must be customary to do so and must have been for a long time. The locals have no fear, no annoyance at the state of things, it simply is. The town has another layer to it as well. Locals can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear Híhgi̊g Se places a lot of value on education and being a learned individual, or at least, faking it.
Civic Infrastructure
Híhgi̊g Se has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Híhgi̊g Se. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Híhgi̊g Se's parks.
Híhgi̊g Se has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Híhgi̊g Se.
Híhgi̊g Se has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Híhgi̊g Se has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Híhgi̊g Se has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Híhgi̊g Se has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Híhgi̊g Se's public wards, blessings, and other arcane systems.
Híhgi̊g Se has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Híhgi̊g Se's natural decorations nor waterways.
Híhgi̊g Se has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Híhgi̊g Se has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Híhgi̊g Se's garrison was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.
In Híhgi̊g Se there are unidentifiable people in the fog, but it seems to be okay.
The Sand Stalker near Híhgi̊g Se are known to be a mutant strain of the creature.
Híhgi̊g Se's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves performance art to channel Charm energies of tier 2 via chanting.

History
Híhgi̊g Se is still bloodied by a recent violent conflict. A crushing bandit raid, a lost siege, getting caught at the periphery of a major battle, or some other calamity has inflicted severe damage on the place. Some communities may suffer a longer-term version of this, their youths lost in a grinding, endless battle against some perpetual threat.
In time immemorial, reportedly some time during the late 2nd century, Híhgi̊g Se was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Híhgi̊g Se lost 175 people, 368 livestock, and 37 buildings. The conflict ended after roughly 108, when members of Híhgi̊g Se's militia enacted an operation to recruit a specific noble. The operation was complicated by one of the key objectives in the operation requiring sticking to a very strict and short time table. The conflict ended with pitched battle between both forces, which ended in victory for Híhgi̊g Se's forces. The war is remembered in legend by Híhgi̊g Se's bards, historians, and legend keepers.
